feat(processing): auto translation polling DEV-2091 (#7244)

### 📣 Summary

Automatic translations now use per-language polling in the Translations
tab. If a translation is still processing, the tab shows an in-progress
screen and keeps polling until the result is available. This also works
when users navigate away and come back.

### 💭 Notes

Changes here:
- Code changes based on existing `TranscriptPoll.tsx` code
- Shared hook to be used by two polling mechanisms
- A smart first-poll delay based on audio length (transcript) and
character count (translation)
- Also added a TODO in translation polling to calibrate the
chars-per-second later
- Translation polling works on per language basis

### 👀 Preview steps

This test assumes that automatic translation of 100 paragraphs of
English text will take a long time :) It did work for me.

1. ℹ️ Have project with audio question and at least one submission
2. Go to Project → Data → Table
3. Use "Open" button to access Single Processing view
4. Create a manual transcript with a long text (e.g. generate 100
paragraphs with https://randomtext.app/english-random-text)
5. Go to Translations tab
6. Start an automatic translation for a French language
7. 🟢 Notice the spinner appears (same as main branch)
8. Go to Analysis tab
9. Go back to Translations tab
10. 🟢 Notice that spinner reappears
11. Reload tab
12. 🟢 Notice that spinner reappears
13. Wait until processing finishes
14. 🟢 Notice that translated text appears with "Back" and "Save" buttons
