docs(efloat): correct the stale constexpr-surface comment in efloat_impl.hpp (#1173)

The #747 partial-constexpr note claimed "Compound arithmetic and free comparison
operators are currently stubs (returning *this or a constant) ... real arithmetic
semantics will inherit constexpr automatically when implemented." That is no
longer true (and misled a reviewer): those operators are fully implemented and
used at runtime. What actually holds is that they carry the constexpr specifier
for a uniform interface but escape constant evaluation because they operate on
the heap-allocated _limb expansion (the same transient-allocation limit #747
describes). Comment-only; efloat compiles and runs unchanged.
