Upgrade rust dep reqwest to 0.13 (#23556)

- Match transitive pin so we only compile reqwest once
- reqwest now supports system trust stores, which means `http_source`
works with company issued CAs installed and trusted by the OS just like
curl

Plausibly closes https://github.com/pantsbuild/pants/issues/12000
