Upgrade rust dep bollard to 0.21 (#23552)

- Port to builders and models types that replaced the legacy options
structs.
- Negotiate the client API version with the daemon so that bollard
default doesnt raise the supported Docker Engine floor.

The latter has an upstream fix
https://github.com/fussybeaver/bollard/pull/737 because currently
version negotiation and version pinning are both borked.
