refactor(projectDownloads): migrate components to functional DEV-1597 (#7247)

### 💭 Notes

This is preparation work for the KML out-of-legacy migration.

Refactored Project → Data → Downloads frontend components from
class-based React to functional components with hooks, while keeping
behavior consistent for export creation, polling, and list management.

Changes here:
- Project downloads UI components were migrated to functional
components:
  - AnonymousExports
  - ExportTypeSelector
  - LegacyExports
  - ProjectDownloads
  - ProjectExportsCreator
  - ProjectExportsList
- Component lifecycle logic was moved to hooks
- TypeScript and listener compatibility updates were included:
  - Reflux listen calls updated to match expected signature
  - callback typings tightened in async handlers
- Small practical adjustment:
- Anonymous export creation uses dataInterface.createAssetExport
directly before polling for completion

### 👀 Preview steps

1. ℹ️ Have a project with submissions and "Anyone can view submissions
made to this form" enabled
2. Go to Project → Data → Downloads
3. As a logged-in user, create an export using default options
4. 🟢 Confirm the export appears in the Exports table and after
processing shows download button
5. Open Advanced options and toggle a few settings, then create another
export
6. 🟢 Confirm exports still complete and download as expected
7. Optional smoke check: switch export types in the selector
8. 🟢 Confirm selector behavior and legacy path rendering still behave
the same as before this refactor
9. Log out and open the same project Downloads page
10. Trigger an anonymous export
11. 🟢 Confirm export still downloads successfully
