feat(bulkProcessing): bulk job alert nlp view DEV-1406 (#7241)

### 📣 Summary

Display alerts in Single Processing view when a bulk processing job is
already working on the same submission. Also disables conflicting UI
until job is finished.

### 💭 Notes

Changes here:
- Single Processing conflict detection now avoids first-page blind spots
by querying active jobs with server filters.
- Lock messaging is now DRY through a shared warning component.
- Transcript edit/manual-create branches now honor live conflict
updates, so save paths cannot bypass lock state after polling refresh.
- Bulk actions list docs now document new query params used by the UI.

### 👀 Preview steps

1. ℹ️ Have a project with audio question and few submissions (ideally
big audio files, variety not needed here)
2. Go to Project → Data → Table
3. Select few rows and for the audio column header use "Transcribe
selected…" option and choose "German"
4. In one of the cells use "Open" button
5. While on "Transcript" tab, click "Begin" and select "German"
6. 🔴 Notice the conflict warning appears and buttons are disabled
7. Wait around 10 seconds for the bulk job to finish
8. 🟢 The warning clears and the buttons become available again
