Support JRuby 10.1 with the prerelease JDBC adapter

JRuby 10.1 removed the RubyHash constructor the stable 72.x JDBC
adapters were compiled against, so they crash at connection time with
NoSuchMethodError. The 80.0.pre1 adapter works on JRuby 10.1, so
default to Rails 8.0 with that adapter there, keeping the Rails 7.2
default for JRuby 10.0, and pin the adapter explicitly for Rails 8
since the resolver never picks prereleases on its own.
