Align the JRuby matrix with JDBC adapter support

The 80.0.pre1 adapter proved out on Rails 8.0, so run jruby-10.0
against it instead of excluding the combination. Nothing supports
Rails 8.1 or edge, whose Active Record fails the adapter's ~> 8.0.0
constraint and otherwise resolves the ancient 1.x adapter that
crashes on the long-removed alias_method_chain, so exclude those two
combinations for jruby-head as well.
