fix(app): polyfill Array/String.prototype.at() for old Android WebViews

Chrome <92 WebViews (observed: Android 11 System WebView, Chrome/90) lack the
ES2022 .at() method. A bundled dependency calls route.matched.at(...) during
route matching, throwing "matched.at is not a function" and breaking
navigation for those app users (Sentry, url https://localhost/, steady ~2-4/hr
since well before today's deploys). Add a spec-correct .at() polyfill when it
is missing (Array/String/TypedArray), client-only and early - mirrors
mutation-observer-polyfill.client.js. No-op on modern browsers.
