chore: remove obsolete V1->V2 migration-parity tooling

Follow-up to the V1 (iznik-server) removal (#1022), which deferred the
decision on this subsystem. V1 is gone, so the parity tooling it drove is
now dead: it extracted behaviour from the V1 PHP endpoints and checked V2
Go coverage against them, and it still referenced iznik-server.

Removed (Freegle-V1->V2-specific, obsolete):
- scripts/parsers/v1-behavior-extractor.php   (PHP-Parser V1 behaviour ledger)
- scripts/parsers/v2-coverage-checker.py      (checks Go source vs the ledger)
- scripts/parsers/analyze-gaps.py             (gap analysis over docs/parity)
- scripts/parsers/run-parity-check.sh         (driver across all V1 endpoints)
- scripts/parsers/gap-classifications.json    (Freegle-specific gap verdicts)
- scripts/parsers/php-go-mapping.json         (V1 PHP file -> V2 Go package map)

Kept (not V1->V2 tooling):
- The general token-saving parsers in scripts/parsers/ (parse-*.sh,
  dom-inspect.js, screenshot-to-layout.sh, estimate-savings.py) plus
  registry.json - these are wired into the active tool hooks.
- The generic migration-audit skills (ast-behavior-audit,
  migration-parity-audit) - reusable methodology, not tied to this
  migration; they reference gap-classifications.json only as a convention.
- The historical superpowers design/plan docs.

Nothing in the app, CI, orb or tool hooks references the removed files.
