feat(concierge): AI reply-handling concierge for bulk offers + outreach FSM docs

- Concierge engine/extractor/drafter services + run/send-approved commands that
  manage replies to a live bulk offer on the offerer's behalf (scan mailbox,
  sync live item availability, honour prior commitments, propose allocations).
- BulkOffer ProposeReply + SendApprovedOutreach commands.
- helper_outreach_sends table (dedupe/ledger for approved outreach sends).
- helper/ gmail driver+prompt and HelperProposalCard.vue proposal UI.
- community-reuse-outreach SKILL: concierge reply-handling FSM section.
