feat(email): filter member emails by the browse distance preference

Add App\Services\Ripple\DistancePreferenceFilter and wire it into all three
member-notification pipelines (daily digest, immediate cursor, reach-mail) so a
member who pulls their Browse distance slider in is no longer emailed about
posts farther than that. Uses real (unblurred) distance; own posts and the
unlimited sentinel always pass; members with no location are unaffected. Adds an
env kill-switch RIPPLE_DISTANCE_FILTER_ENABLED (default on) - a no-op until a
member actually sets the slider. Full Laravel suite green (4649).
