test(verify): update existing-email spec for the unvalidated-resend fix

The prior test_email_verify_skips_existing_email asserted NO verification mail is
sent for ANY address already on the account - it encoded the old short-circuit bug
(its seeded email was unvalidated). After the fix that address now correctly gets
a verification mail, so the assertion failed in CI.

Correct the spec: skipping only applies to an already-VALIDATED address (renamed
test_email_verify_skips_existing_validated_email, seeds validated=now). Add
test_email_verify_resends_for_existing_unvalidated_email asserting a VerifyEmailMail
IS sent (and a fresh validatekey written) for an existing-but-unvalidated address -
a CI-gating unit twin of the Mailpit integration test.
