feat(ripple): ripple:recompute-reach backfill to shrink over-reached posts

Stage-A audience cap only changes NEW/advancing reach; existing posts
replay their stored (pre-cap) schedule in advanceDue, so posts already
over-reached when the cap is enabled never shrink on their own. This adds
a one-off backfill.

ExpandService::recomputeReach re-fetches the now-capped schedule for each
active post whose pool (total_freeglers) exceeds the cap and overwrites its
stored polygon + schedule at the post's CURRENT tick. It is a pure
reach-geometry shrink: it does NOT ripple into/out of groups, touch
memberships, or bump updated_at — so it generates no mail (sendReachDigests
only scans recently-updated rows and the rippling_reach_notified ledger
blocks re-notification anyway) and never claws back copies already
delivered to far groups. No-op unless freegle.ripple.extent is enabled;
Galera-safe (one row per UPDATE).

ripple:recompute-reach {--dry-run} {--limit=2000} {--msgid=} drives it.

Tests: no-op when the cap is disabled; an over-reached post is shrunk to
the capped schedule with updated_at preserved.
