Commit Message

Write uv indexes and sources config to pyproject.toml. (Cherry-pick of #23443) (#23450)

Previously we wrote them to uv.toml, but unlike
other uv config, which can be in either file,
sources and indexes must be in pyproject.toml.

Fixes #23442
