chore(housekeeper): retire discourse:check-users from the cron registry

The discourse:check-users job (Discourse user audit) is retired, so drop it
from the static housekeeper cron registry that mirrors the MT sysadmin console,
its presence/active assertion in the cronjobs API test, and its mention in the
.env.example Discourse-API comment. discourse:not-signed-up still runs and still
uses DISCOURSE_URL/DISCOURSE_APIKEY.
