ci(build): shell-retry embedding-sidecar npm install + model download (survive ECONNRESET)

#753 added npm --fetch-retries for transient build-network errors, but those
only retry individual package fetches; a mid-stream ECONNRESET (connection reset
by the registry/proxy on a Katapult build VM) still aborts the whole command and
fails "Build containers" (seen on pipeline #7799). Wrap both network-bound build
steps — npm install and the HuggingFace model pre-download — in a shell-level
retry (5 attempts, 15s apart) so the build survives a reset and only fails if
the network is genuinely down.
