feat(forge): artifact selection diagnostics in episode preflight (#2114)

* feat(forge): add artifact selection diagnostics to episode preflight

Distinguish "no artifacts available" from "artifacts available but omitted"
when no workflow/artifact evidence is selected, and surface concrete
recommendations keyed to the missing artifact kinds. Drives higher artifact
coverage in episodes by pointing operators at the exact rows to add before
generation.

Implements proposal 9c562c9f-9f6d-4ebc-bdf7-71300232de0f.

* test(forge): cover artifact diagnostics wiring and UI block

Address PR #2114 review feedback:
- Dedupe listEvidence in buildEpisodeInput (P3): store once, reuse for
  filter and preflight arg.
- Add daemon test asserting buildEpisodeInput passes the scope's full
  evidence list so artifactDiagnostics flags available-but-omitted
  workflow artifacts (P2).
- Add web tests rendering ScopeDetail EpisodesTab preflight: artifact
  diagnostics block renders with status + kinds + recommendations when
  workflow artifacts are omitted, and disappears once selected (P2).
