fix(namegen): enforce GenerateName min-length contract (fix flaky test)

fillWord() breaks out of its loop when the trigram chain dead-ends, so
GenerateName could return a name shorter than its own minLen=4 — down to the
2-char start bigram. That intermittently failed TestGenerateNameReasonableLength
("2" is not >= "4") on master (a rare, seed-dependent flake). Guard the result:
fall back to "A freegler" (which the test already skips) when it's too short, so
the function honours the [minLen,maxLen] contract it documents.

Verified: utils namegen tests pass across 50×20 = 1000 GenerateName calls.
