Remove redundant import-only smoke test (#115)

test_panels_module_imports only did `from tsarina import panels` with no
assertion. Every other test in the file imports build_panel_matrix from the
module, so the import is already exercised; if it broke, those tests would
fail at import. The smoke test added no coverage.

This is the one genuinely dead test from a full-suite audit: the constant /
panel-size pins that look tautological actually guard curated scientific data
against drift the structural tests miss (e.g. reordering RESTRICTION_VALUES
still passes the monotonic-rank tests; an allele dropped within a superset
still passes the nested-subset tests), so they were deliberately kept.

Version: 1.14.0 -> 1.14.1.
