fix(submissions): validate submission ids in bulk actions (#7143)

### 📣 Summary

Strengthens validation of submission ids passed to bulk delete and bulk
validation-status endpoints.

### 📖 Description

Bulk actions on submissions now verify that all provided ids belong to
the target project before processing, rejecting the request otherwise.
An administrative command (`restore_deleted_attachments`) is also
included to help recover affected attachment records.
