feat(bulkProcessing): add OpenAPI schema documentation for bulk actions APIs DEV-1501 (#7111)

### 📣 Summary
This PR implements the OpenAPI specifications for the
`SubsequenceBulkAction` ViewSet using `drf-spectacular`.

### 📖 Description
This PR also adds the `progress` and `failure_error` fields to the API
response schemas, allowing clients to track the progress of background
bulk tasks and inspect failure details when errors occur.
