[test][move_function] Add comment-moving system tests

Previously moveMarkerToTheBeginOfDefinitionScope had zero coverage —
no unittests and the seven existing move_function system tests all
ran with -commentmovinglevel=0 on comment-free fixtures.

Four new tests, all at -commentmovinglevel=6 (CM_ALL_SLASHED_AND_STARRED)
except the last:
- preceding_slash_comment: // doc travels with the function
- preceding_star_comment:  /* doc */ travels with the function
- multiple_star_comments:  two consecutive /* */ blocks both travel
- leaves_comment_when_disabled: level=0, comment stays in source
