[fix] Reparse all CUs when project config changes

A mid-session .c-xrefrc change re-read settings but marked nothing stale, so new defines/include paths never reached the parser. markAllCompilationUnitsStale (called after reloadProjectConfig) zeros every CU's lastParsedMtime so the existing staleness/reparse machinery rebuilds with the new config.
