chore(github): update PR checklist DEV-2188 (#7100)

### 💭 Notes

Adds a checklist item to PR template for responding to greptile reviews
and changes language of final item to get greptile to stop mentioning it
unnecessarily.

For context, greptile keeps mentioning that the final checklist item
hasn't been completed in its reviews. So I'm hoping the change will stop
that.
