Add space agent management tools (#2002)

* feat: add space agent management tools

Expose long-horizon Space agent CRUD, assignment, reminder, and subscription controls through space-agent-tools so manager agents can maintain durable agent loops without direct DB access.

* fix: address space agent tool review feedback

Emit creation events for MCP-created agents, hide database-backed agent tools when unavailable, and cover error paths.

* fix: harden space agent schema and template names

Guard schema evolution when space_agents is absent and reject blank template agent names.

* fix: reject blank agent names from tools

Reject whitespace-only names in MCP create_agent and update_agent inputs to keep agent targeting reliable.

* test: add status column to space_agents in test schema helpers

Repository create() now inserts status explicitly; unit test helpers
that define space_agents inline were missing the column. Fixes
SQLiteError in space-agent-tools, space-agent-manager,
space-agent-repository, and space-export-import tests.

* fix: add new space_agent management tables to scope exclusion list

Four tables created by this PR were missing from EXCLUDED_TABLE_NAMES,
causing the scope-config schema evolution test to fail. These are
internal MCP tool state tables, not useful for ad-hoc agent queries.
