* feat: add Forge evolution scope APIs

Expose backend services and RPC handlers for Forge scopes and evidence, including recurring SpaceGoal linkage and scheduled task/workflow evidence attachment.

* fix: resolve explicit evolution scopes

Honor SpaceTask.evolutionScopeId when attaching task or workflow-run evidence before falling back to SpaceGoal-linked scopes.

* fix: tighten evolution handlers

Avoid timeline overfetch for metric snapshots, return evidence for metric snapshot creation, and expand RPC/service guard coverage.
