Stop routine task events in space chat (#1950)

* fix: filter routine space task events

Prevent routine workflow completions and low-autonomy idle events from being injected into the space agent chat while keeping attention-required notifications active.

* fix: keep idle stall notifications visible

Preserve non-terminal idle notifications at all autonomy levels so supervised workflows can escalate stalls to humans instead of going silent.
