tx: add Factory type and Storage.TxFactory binding

Introduce tx.Factory as the lightest "begin a transaction" surface and
Storage.TxFactory() to hand it to components that don't need the full
Storage interface. prefixed implements it so factory-issued transactions
keep the prefix-rewrite path.
