feat(nlp): add placeholder bulk actions API with drf-spectacular schema DEV-1426 (#7029)

### 📣 Summary
This PR introduces placeholder API endpoints for bulk job management,
enabling frontend integration and API contract alignment before full
backend implementation.

### 📖 Description
This PR adds placeholder endpoints for managing bulk transcription and
translation actions on assets. It includes support for listing,
retrieving, creating, and cancelling bulk actions.

The endpoints are intended to support frontend development through
generated API hooks, while the underlying business logic and database
models will be implemented in a later phase. At this stage, all
endpoints return a “Not Implemented” response, except for the cancel
operation which follows the agreed API contract.

This setup ensures that frontend and backend development can proceed in
parallel while maintaining a stable and well-defined API structure.
