* connection/common: lift test coverage to 97% lines

Cover the gaps surfaced by llvm-cov:

- StartupMessage::message_type for OpenOrder / OrderStatus / OpenOrderEnd
  / AccountUpdate(*) (was only the Other arm)
- parse_account_info protobuf path for NextValidId / ManagedAccounts
  (success + decode-error)
- dispatch_unsolicited_message with startup: None for every typed arm
  plus the unknown-message warn branch
- Account-update decode failure → StartupMessage::Other fallback

Lines 83.5% → 97.1%, functions 82.4% → 100%, regions 82.8% → 96.2%.
Remaining uncovered regions are llvm-cov artifacts (post-`?` cleanup,
unreachable raw_bytes()=None else-arms).

* connection/common tests: extract notice_sink_ctx, trim narrating comments

/simplify pass: 7 inline `StartupHandshakeContext { startup: None,
notice_sink: &sink }` literals (5 new, 2 pre-existing) collapse to a
sibling of `empty_ctx` / `startup_ctx`. Drop task-narrating comments
that referenced the coverage motivation or named the production-code
expression under test (would rot if the impl is refactored).
