fix(autoscaler): correct API response parsing for build endpoint

The /virtual_machines/build endpoint returns virtual_machine_build,
not virtual_machine. Added polling of /virtual_machine_builds/{id}
until complete, then extracts the VM ID from the build result.

Also fixed count_running_vms to count by name prefix — the list API
does not return a state field, so the previous state filter always
returned 0, causing runaway provisioning every poll interval.
