fix: sync textarea height before auto-scroll (#1836)

* fix: sync textarea height before auto-scroll to prevent message hiding behind composer

* test: add regression tests for InputTextarea synchronous auto-resize

Guard against re-introducing the rAF-deferred resize that caused new
messages to render behind the chat composer. The tests assert that
onHeightChange is invoked synchronously during the render commit on
both mount and content change, matching the useLayoutEffect contract.
