feat(skills): add canonical skills export (#18)

## Description

Adds a one-way skills sync flow with a separate export command for
copying canonical skills out to another folder, plus shared file mode
constants for common filesystem permissions.

### Added

- `arc skills export <parent_folder>` for exporting canonical skills.
- Shared `internal/filemode` constants for directory, file, and
executable modes.

### Updated

- `arc skills sync` to only link canonical skills into providers.
- Skills docs and tests for the new sync/export behavior.
