fix(batch): update dry-run tests to match new pass-through architecture

Commit 132a6bad7 changed dry-run commands to call services with dryRun=true
rather than early-returning. Tests still expected never() on service methods.

- Update 16 dry-run command tests to expect once() with dryRun=true arg
- Fix MessageExpiryService::processExpiredFromSpatialIndex to process all
  spatial entries (not only those with pre-existing EXPIRED outcomes), creating
  EXPIRED outcome only when none exists — matches test specifications
- Fix UpdateSpatialIndexCommandTest non-dry-run test: willReturn(array) not int
