fix(session): apply V1-parity settings defaults in GetSession response

GetSession was returning raw userRow.Settings without applying defaults,
causing notificationmails/engagement to be undefined in the UI (renders
as OFF) while V1 cron treats absent key as true (keeps mailing user).

Export ApplySettingsDefaultsToJSON so session.go can call it on the read
path without persisting to DB. Mod-only defaults (modnotifs/backupmodnotifs)
only injected for moderator/support/admin roles.
