fix(batch): restore whereNull bounced filter in validateEmails; fix modconfig Playwright test selectors

UserManagementService: restore ->whereNull('users_emails.bounced') that was
present in 2b71baf71 (on feature/enable-batch-jobs) but absent from master —
test_validate_emails_skips_bouncing was passing on that branch but failing here.

Playwright modconfig test: use [role="tab"] to click BVN tab button, scope all
selectors to .tab-pane.active to avoid strict-mode ambiguity across the three
.scrollinplace tab panes, expand the General Settings accordion (b-button with
href="#" renders as <a class="btn">, not <button>) before accessing name field.
