Commit Message

Add features to uv support. (Cherry-pick of #23322) (#23326)

- Support named indexes, and setting `sources` to match.
- Support passing specific env vars just to `uv`.

The latter is useful for passing creds to private indexes
without leaking them into every other subprocess.
