metrics: expose native histogram options in HistogramOpts (#1398)

Add NativeHistogramBucketFactor, NativeHistogramMaxBucketNumber, and
NativeHistogramZeroThreshold fields to HistogramOpts and pass them
through to the Prometheus provider.

This enables consumers to opt into Prometheus native histograms
(exponential bucket histograms) for improved percentile accuracy
without removing classic bucket support. When the new fields are
zero-valued (the default), behavior is unchanged.
