fix(test): use random 4th IP octet in testDuplicatePOST to prevent retry collisions

A fixed per-worker IP (10.99.0.TOKEN) causes intermittent CI failures when
paratest retries a failed testDuplicatePOST: the retry reuses the same IP
and finds the Redis key written by the previous run still present, causing
the 3rd POST to be treated as a duplicate (999 instead of 1000).

Adding a random 4th octet per invocation ensures each test run uses a
unique IP, so retries never collide with a previous run's Redis state.
