fix(ci): force-reset local production branch before auto-merge

git fetch origin production:production fails with non-fast-forward when
the runner's persistent workspace has a local production branch ahead of
remote (left over from a previous failed merge attempt). Switch to
git fetch origin + git checkout -B production origin/production to
always start from the remote state.
