fix(playwright): accumulate frozen spec basenames across retry rounds

The freeze-retry logic used only the current round's freeze-specs.txt to
determine which failures were "accounted for". When spec A froze in round 0
(initial run) and was retried, but spec B also froze in round 0 and *passed*
in the round-1 retry, spec B still appeared in the cumulative log as a
failure. Because spec B was not in the round-1 freeze-specs.txt (it had
passed), the check incorrectly flagged it as a "non-frozen failure" and
aborted the retry prematurely.

Fix: accumulate all ever-frozen spec basenames across all rounds so that a
spec that froze in round N but passed in round N+1 is not misclassified as
an unaccounted failure when checking in round N+2.
