Add AI assistance notices (#2346)

* Adds both an `AGENTS.md` and an `AI_POLICY.md` to the repo
* Adds an AI assistance usage policy and disclaimer to the
`CONTRIBUTING.rst` file

It is impossible to write an airtight usage policy without discussing
this amongst ourselves and (possibly) with non-developers concerned with
AI usage at Ouranos. The purpose here is to provide some guidance on
what the minimum bar for acceptable contributions using AI are.

These files are meant to evolve like a living document, so changes are
expected in the near-future, as required.
