Add prop_brake_active to SharedState and test vectors for input mode … (#11)

* Add prop_brake_active to SharedState and test vectors for input mode matrix

SharedState and TestShared were missing the prop_brake_active atomic field,
so process_input's set_prop_brake_active() calls were silently dropped.
The ISR never saw brake engagement, outputting 0 duty instead of brake duty.

Add 6 C-first test vectors covering stuck rotor faults and recovery across
all input modes: bidir DShot, bidir DShot RC-car, servo bidir, servo RC-car,
bidir DShot recovery, and unidirectional brake-on-stop.

* Add assertion to recovery vector clear phase for easier failure diagnosis
