refactor(tests): replace run-specs.sh with native Playwright multi-worker mode

Now that --disable-features=AsyncCallStackDepth fixes the V8 PromiseHookAfter
renderer freeze, the per-spec isolation workaround is no longer needed.

- Orb: PW_WORKERS 1→4 (cloud), 4→11 (self-hosted runner)
- playwright.post.ts: always use npx playwright test; remove run-specs.sh logic
- Removes run-specs.sh dependency from status API
