guard(test): ban waitUntil:'load' in gotoAndVerify to prevent 202500ms CI hangs

External scripts (Google Analytics, Maps, social SDKs) never complete in CI,
so waitUntil:'load' burns the full 202500ms navigation timeout on every page
load. Two days were lost diagnosing this.

Three layers of protection:
- gotoAndVerify default changed from 'load' to 'domcontentloaded'
- Runtime throw if waitUntil:'load' is explicitly passed to gotoAndVerify
- Static CI grep check in orb bans it in all test files at build time
- withdrawPost's direct page.goto also switched to domcontentloaded
