fix(test): add missing sleep before async Go task query in location test

TestLocationTaskRemapIntegrationWithPostgresSync queries background_tasks
immediately after PUT /api/locations, but QueueTask runs in a goroutine.
Add 100ms sleep (consistent with sibling tests) and a guard to prevent
panic when taskData is empty.
