* feat(web): visualize autocompact buffer on context usage indicator

Tokens between the SDK's autocompact threshold and total capacity are
reserved for context compression and aren't usable for conversation.
Render that reserved zone as a striped segment on the dropdown progress
bar (with a thin amber threshold divider) and as a muted arc segment on
the circle SVG. The percentage number remains unchanged.

The buffer only renders when the SDK reports auto-compact is enabled
with a threshold strictly inside the capacity range; both contextual
tooltips explain what the zone represents.

* refactor(web): use CIRCLE_RADIUS for the background circle too

The buffer arc and progress arc were already migrated to the
CIRCLE_RADIUS constant; the background circle still had r="15"
hardcoded. Cosmetic consistency fix.
