fix(ci): extend spamassassin health check timeout to 240s

Cold-start sa-update download takes ~120s. Previous 110s window
(60s start_period + 5x10s retries) was too tight. New limit is
240s (120s start + 12x10s), enough for any network condition.
On warm starts with cached ./data, spamassassin starts in <10s.
