- Bump ruff pre-commit hook v0.15.11 to v0.15.12.
- Bump dev deps: ruff 0.15.10 to 0.15.11, ty >=0.0.31, pyright
  ^1.1.409; downgrade cspell to ^9.8.0.
- Bump runtime dep niquests to >=3.18.6.
- Drop docs deps numpydoc, docutils, and tomlkit (already in
  runtime); remove numpydoc from dictionary accordingly.
- Add man/ to hatch sdist include; update yapfignore patterns.
- Add *.min.js to .prettierignore.
- Reflow prose in .claude/agents/release.md and
  .claude/agents/wiswa-sync.md.
- Remove stale # noqa: RUF029 in utils and trailing commas in
  utils/tests aligned with current formatter config.
- Refresh CITATION.cff date-released to 2026-04-25, uv.lock, and
  yarn.lock.
